fined thousands of euros by irish revenue...how to prove their wrong?

Partner is from south Ireland and used to have small decorating business which ceased trading in Jan 2008 due to lack of work. The Irish revenue prosecuted him in 2014 for failing to lodge tax returns for 2010, which he agrees he failed to do as he had no income to pay an accountant as he received no money despite signing on for unemployment benefits, the district courts have fined him €2000 for failing to lodge the tax return for 2010 but the same fine was issued 3 times for that same offence meaning he paid €6000 for a €2000 fine which he paid to avoid jail and only knew about when Gardia came looking for him!
Now the revenue are looking more income tax returns for 2008-2010 even though they where informed his business had stopped trading. Can someone please offer advice as revenue keep prosecuting him without any notification. He has written to them and returned forms but the information is not being proceed to stop these fines... So far advice from Gardia has been revenue will never admit they made a mistake so no chance of getting refund of fines....

It's getting the revenue to update their system with the new information they are informed with that seems to be the root of the on going problems...
