Aspherical mirrors? legal? safe to use?

Just fitted one after someone did a hit and run on my wing mirror. Luckily just the mirror broke and the housing was fine as it bent back.

Not quite used to them, they distort the view quite a bit and when watching the oncoming cars jump from right hand side to left hand side of the mirror quite fast.

Does it get easier to tell where the other vehicle is in relation to you?

Also it takes a bit more time to "see" in the wing mirror. I wonder if it's safe as it would mean it takes your eyes away from the road in front of you a little longer than standard flat mirrors.
