Oops almost put a spade through a leccy cable?

Digging around in the garden today I came across what appears to be some sort of electrical connection device. I was trying to dig it our for a few minutes thinking it was junk... then I realised it is probably live and I was about to kill myself!

Can anyone tell me what it is from the pic? I'm interested to know how deep it should be buried and who's responsibility it is to have it sealed off or buried deeper, if that is what needs doing. It is quite close to an electricity pole which is in my garden.

    Can't see what it is and it might be some leftover warning tape which has been dumped, but before excavating near electric cables / poles you should contact your local distribution network operator which in London is

    Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

    Surely it shouldn't be that close to the surface?

    I could be misinterpreting the photo, but that looks about 3 inches down.

    I think all these underground cables are 'Armoured' so you wouldn't go through the cable with a spade. A 'Digger' or JCB maybe different.
