Anybody under 18 cannot legally enter into any kind of contract which Travel Insurance is.
Any elder member of the family going too?

Anyone can enter into a contract however contracts for non-essential items are not binding on a minor. Thus its perfectly possible to create a contract with a minor but on the basis the minor can simply turn around and say "no" to any of the obligations it places on them then most companies arent willing to contract with them because it is still fully binding on the company and so uneven.

Some annual "family" policies will cover each member travelling independently as well as a collective.

Alternatively one of the 18 year olds could purchase group single trip insurance to cover them all.

    Who's arranging this trip?

Plenty: the Post Office is a good place to start.

    Red herring.

The insurance company might not be able to use the law to enforce payment of the premium, but obviously ensures that the premium is paid before cover commences. And while the company has no legal(or other) power to force the insured to take care of their possessions, it is able to refuse to pay claims in the case of carelessness.

The PDF File I have read of their policy suggests that only an adult can take out their insurance - it goes further to say that minors have to travel with the adult member to be covered.

Thanks to posters for Advice; this can't be an unusual situation

Flights Accommodation & Transfers all arranged by a Parent & Apartment owner for a group of teens (1 is 18)

We have a Family Policy but most Insurers won't cover under 18's to Travel Independently without an Adult or Legal Guardian

I used Amex insurance in similar circumstances. You don't need to have the card to take it out.

It was a few years ago that I took it out, so check the small print in case it has changed.
