Refusal to renew home insurance

Hi, last year I had to make my first ever claim on my house insurance in over 30 years. The claim was handled disgracefully from start to finish and resulted in a high level complaint and also going to the financial ombudsman. Today I have received a letter from my insurers to say that they are unable to offer me a quote for this year when it is up for renewal in 25 days time. The reason given is 'due to our underwriting criteria we can't continue to offer you insurance'.
Having looked online for alternatives one of the questions asked is have I ever been refused insurance. Is this letter basically a refusal, in which case I may not be able to insure the property. Any help gratefully relieved.

They've declined to quote instead, its not something you need to declare. If that werent the case then everyone who's ever done a quote on Confused.com would have to declare at least half a dozen declines or more as never do all 100 insurers on their panel quote
