He really needs to play with a meerkat before setting his heart on any specific model. C2s are a good example - they've gone through a real chav phase, so it wouldn't surprise me AT ALL if they were hideously expensive to insure for a young lad with a history of bouncing cars off things.

The one he's seen is the most hideous lime green/yellow thing I've ever seen.
You are correct, he does need to be Meerkatting for a few days and try and narrow down models.

I bought my 56 plate corsa about 3 years ago for £3k so I imagine he could maybe get a 59-60 plate for a similar price? My corsa has got me from manchester to salisbury, manchester to leicester, manchester to northampton without the slightest sign of a struggle. It has always started and other than a bit of a strange grill which I had to glue back on its been pretty much a great first car.

What about a nissan micra? Anything after that will seem like a ferrari!

Does he have any mechanic/mechanically minded friends or relatives? If so he should consider going along to the nearest auctions.

Providing you know what to look for you can pick up a bargain. Some even have tax and MOT left on them.
