Shop parking fine

Hi, sorry if I am not meant to start a new thread but I've had a read through the advised sections but am still unsure on what to do.
I work at a shop in a retail centre and have received a parking charge notice from the company ce-service. There is a 4.5 hour parking limit but as my car is registered as a staff member I am fine to park for longer. However my car broke down and I had to borrow my dads, as it was an emergency and only on 1 occasion I admittedly forgot to go in and register this car.
I have since received the parking charge notice through the post but want to know what my options are for dealing with it. I have been into the store I work at and handed the letter to the office who claimed they would deal with it but they have since handed it back and said as it's my dads car they can't do anything.
The actual retail units offices claim each store deals with it's own parking registration and problems no and haven't been any help.
I managed to get my clock in times printed out so I can prove that I was at work which was the cause of me parking longer.
Any advice on what to do next would be greatly appreciated. Would I be best contacting the parking company and explaining my situation?
Thanks
Jamie

First of all, if you had read the sticky thoroughly you would know it is NOT a fine. It is an invoice.
Your best bet would be to re read the newbie thread, preferably with your father.
He should then appeal as registered keeper as per post 1. When rejection strikes, he should then appeal again to POPLA. It is far better coming from the registered keeper. He can and will win.
Is it this company? CE Risk, Safety & Security Services Limited http://www.ceparking.co.uk? If so they are BPA members but not one we see often.
Apart from the formal appeal, no do not contact the company and explain. This is a pointless waste of time and will only out you as the driver. Something we would wish to avoid at this stage.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. they will only care about extracting the maximum amount of cash from you, they wont be interested in your "story"
just follow the NEWBIES sticky thread for this INVOICE (ITS NOT A FINE - and we deplore the F word on here)
make sure the RK is dealing with this, no naming the driver or implying who it was
so edit your post and remove the incriminating words0 -
Ah ce-service.co.uk is Civil Enforcement Ltd. we see them all the time.
When looking for sample POPLA appeals at stage 2 (not yet, at this point you are on stage 1) look for CEL to use as basis for appeals.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. So as expected my initial appeal has been rejected and I am now required to appeal to POPLA.
I have looked around and found a template appeal for CEL here:

However I'm just looking for a bit of advice or help if possible on what sort of ways I should be adapting the appeal to suit my situation.
For example point 4 in the template mentions the sign visibility at 7pm. As my own incident occurred at a different time (early morning) would I just adapt this or remove the whole thing as it may not fit my situation?
The same with point 5 and start of point 6 as I'm not sure they match my own incident.
Apologies if I'm being stupid but just want to make sure I get the appeal right and am successful

Just use a successful appeal, especially one pertaining to 'your' PPC, and as you've done, spot the parts which don't match your own circumstances at the time. Just amend to make sense related to your parking event.
I'd be reluctant to unilaterally ditch chunks of the text without a check-back with us first. For example some posters have wanted to jettison the 'Signage' appeal point on the basis they saw the signs and there were plenty of them. Wrong! There are numerous technical and legal requirements for signage in the context of private parking and unless the motorist is fully conversant with all these technicals and legals then he/she cannot afford to leave out of their appeal. Once in the appeal, it is for the PPC to prove to POPLA that all technical and legal aspects of the signage meet the requirements - often they can't, ergo appeal win for the motorist.
See what I mean? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Yes adapt it - most of the other arguments about signage would apply (e.g. the signs were high, unreadable and the driver did not see them at all so there was no contract formed...).For example point 4 in the template mentions the sign visibility at 7pm. As my own incident occurred at a different time (early morning) would I just adapt this
With CEL at POPLA stage, IMHO you will win on 'no GPEOL' or on the fact 'the NTK isn't compliant for keeper liability under the POFA' (as long as you've only ever appealed as keeper).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, just a quick update to share that I have recently received confirmation of my appeal being successful. This was successful on the grounds of the operator not being able to provide a genuine pre estimate of loss.
Thank you to the site and forum for all it's brilliant advice and to those who helped with advice on this thread

Of course, well done! And thanks for updating what we knew you would achieve. Easy scam to beat, isn't it? Do spread the word!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
