HSBC and 'risk appetite'

As per http://www.bbc.co.uk/news/business-28553921, HSBC are winning friends and influencing people again - they seem to be fairly regularly mentioned on these boards in the context of their increased controls after their 2012 fines but must have expected this latest action to be controversial if it's as coordinated as it would appear. Obviously they're limited in what they can actually say about reasons but inevitably that will just fuel speculation about their motives....
Or is this just the BBC (and others) stirring things up - discuss!
