Had a note from fed ex saying they missed me I have to call an 0845 number, or it will be returned to sender.
Well I can not call 0845 is there another option for me?

I don't think it is illegal in this instance.
The new regulations state that it is illegal to have a premium rate number for a helpline if it is for a customer who wishes to call about something relating to their purchase.
As the OP has no contract with FedEx, they are not their customer, hence no law is being broken by providing an 0845 number.
