When you ring the Halifax the call centre staff probably can't see historical data (say if the loan was paid off already) so answered correctly (for their view).

I suspect you have received one of the letters they have sent out to everyone that has had PPI with the intention of being able to invoke a time bar on future complaints. The letter was not an admission of guilt or saying you were miss-sold, simply that you had it.

As you complained, they investigate and then come back and say yes or no. If they say yes you were, they will offer some compensation (assuming loan was fully paid off), if they say no, you are allowed to refer the case to the ombudsman to review and they will give you an answer in about 18 months (due to backlog).

Remember though, simply having PPI doesn't make you miss-sold so they may ring you up regarding your complaint - answer honestly else it'll come back and bite you on the bum :)

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.
