Incomplete job

Hi.
Hope I'm on the right board. I had some wood floor fitted approx 10 weeks ago. They did the whole of the downstairs of the propery.I got it from a local independant carpet/flooring shop.
I paid a deposit, and when the workman came to fit, paid him the balance. Just before he finished, he said that not enough beading/edging had been ordered, so he would come back later that week to complete it. (About 1 wall length)
As I say this was 10 weeks ago, and within this time I have phoned numerous times, and been into the shop to speak to the manager. Each time, they apologise, and say they will come out and complete within the week - but they never do.
What are my rights with this? To be honest, I don't understand. It won't even be that expensive or time consuming to finish it off.
I presume the next step is to write a letter. But If anyone has advice I'd be most grateful.

Is this something that can be gotten elsewhere and have someone else fit it or would it be impossible to find a match elsewhere?
A letter is an option, being loud and talking about the terrible service you've had in the middle of their shop floor is another.0
