Apple IPhone Showing No Service even with new Sim

IH ave done my apple phone to factory rest and am not able to get service on the phone even have changed several sims ?

    had it for a while or just bought it (may be reported stolen~)

    had it for say 3 weeks and was given it by friend as left London to go back to States

    Has it ever worked for you?
    What network was it on when your friend had it?
    Have you tried a PAYG sim from the same network as your friend?

    (I'm guessing its network locked, rather than IMEI Blocked at this point)

    i think he was on gif gaf and have tried Lyca sim still no service

    First thing to try then is a free giffgaff SIM; if it works on that then it's locked to giffgaff/o2.
    If so, you'll have to get him to request the unlock from his network provider: IIRC a factory reset will not unlock it to a SIM-free state.
    What network do you want to use it on?

    Lycamobile is an MNVO running on o2, but that doesn't mean that it'll work if locked to giffgaff, who also run on o2.
