NIP - Notice Of Intended Prosecution 14 day rule (PLEASE HELP)

Hi
I have recently received a NIP through the post for an alleged offence of CONTRAVENE RED TRAFFIC LIGHT SIGNAL -CAMERA.
I am 1 of 3 drivers who use the car and are fully insured to drive the vehicle....However the date of the alleged offence was on the 11/05/14 and the date i have received the letter is the 21/07/14
I genuinely dont know who was driving the vehicle that day and been told off a friend that there is some form of ruling that it has to be issued in a certain timescale to be implmented.
Please help as im finding a mix of answers on the internet and dont know what to do ?

Who is the registered keeper? Is the car leased? Have you recently bought the car/moved house?Always try to be at least half the person your dog thinks you are!0

The first NIP has to be served to the registered keeper (as known by DVLA) within 14 calendar days. However if you are not the RK, or the information held by the DVLA was out of date (due to recent change of owner or change of address etc) then the 14 day rule is probably not going to help.
Regardless of the validity the NIP, the S.172 request for the name of the driver is always valid.0 -
I am the registered keeper of the vehicle, the vehicle is on a pcp contract but everything is in my name it is not a company car.0

That maybe so, however the penalty for not furnishing the name of a driver at the time is worse the penalty for a TS10.
Ask to see the picture as they are very clear, when I had one and went to look at it, you could even see which station the radio was tuned to .0
