Re roofing and guttering quote

Hi there,
We have a three bed detached in Surrey that needs a new roof. We have just been given an estimate for £15000 inc. VAT, another £3k for scaffolding and £1150 for new guttering, both including VAT. Can anyone tell us if this is reasonable? When we had our full house survey done (two years ago) the surveyor said that he deducted £5k from the asking price as he thought the roof would need doing within the next five years, so I (naively) assumed this meant a new roof was about that price. According to which? it should be about £8k. Tiles are clay.
We have used this builder before and his quality of work is outstanding but I am loathe to pay £20k when we need new kitchen, windows, bathroom, carpets, re plastering, you name it!
Thank you for any advice you may be able to offer.

We've just replaced our semi roof which has tiles on 3 sides
New slate roof with extra battening and strength including all gutters & down pipes and new facias in UPVC for 7.5k and scaffolding was a grand. Also included fitting 4 velux windows - but not the windows they where 1600 direct from the supplier.The futures bright the future is Ginger0 -

I am in the East Midlands. My 3 bed semi was re roofed in Spring (3 sided roof). It cost £4000. including scaffold, soffits, facias and guttering. It was a friend of a friend doing it... he said he gave me a 20% discount..... other quotes came in about £5k to £7K.Slimming world new starter 2/1/17:D:DWeight loss so far 5 stone 8 lbs
