I would expect a Second Hand Mirror Sourced and wiper motor should be possible for a £450.

I reckon a backstreet spray shop could sort this out with you ending up around a total bill of £450.

Yes, I think it adds up - compulsory and voluntary excess. It just feels odd - i am a victim of vandalism and have to fork out nearly £500 plus higher premium next year. But, that't how it works.
Because you're making a claim against your insurance, and your insurers are going to end up paying the bill. If you had TPFT, you wouldn't be able to claim anything.

In theory you can claim the cost (or your insurer can) from the person responsible. In practice you probably won't be able to prove who did it and if you could they wouldn't be able to pay anyway.

If the police have made arrests then as a victim of crime is the op not entitled to compensation/costs?But I agree, shouldnt hold their breath.
