How to deal with shop using neighbours bins

There is a shop nearby that I have seen using other neighbours bin to dispose of their waste. I don't mean the odd bin bag because their bin is overflowing, but they are putting cardboard and such in neighbours bins. From what I can see, they do not have a commercial bin just a normal household wheelie bin.
1) Is up to the council to deal with the shop using neighbours bins? 2) Are shops meant to have commercial bins (usually blue?) to dispose of their waste? 3) If the shop is meant to have a commercial bin and they use getting rid of their waste in neighbours bins, who should be informed?

Report to council, or if you aren't the neighbour, get the neighbour to report it.
What they (you) should do is see if they have left anything incriminating in the bin with their name/address on it. Take pics.0 -
Look up your local council's website to see their policy on Trade Waste as opposed to domestic.
If the business is in breach of the council's policy....0 -
Return their waste to them and request that they cease to use your bins?No free lunch, and no free laptop0

Might also be an idea to contact your local Environment Health Dept.
As a business they have to be able to show that their waste is properly disposed of.
They must have a properly documented system in place & must be able to show they have a waste disposal contract.
This is usually quite strictly enforced by the Enviromental Health inspections that the business will get particularly if it is a food business.
