Table of major travel agencies' fees?

Hi
Just booked a flight after looking through a lot of major travel agencies' websites - is there a table published anywhere that compares websites' fees?
I live in Spain--but recall it is the same in the UK--and all the websites display low prices and then add on exorbitant fees at the end after you have entered all your personal details (except for payment).
For example eDreams charged a €54/person fee, Lastminute.com €75/person (for not using Visa Electron) and Opodo €12.50 per person, per return leg (meaning a flight with one change costs €25 per person). A major Spanish department store chain charged a more reasonable €15/person booked.
For some reason I thought not showing these fees upfront was illegal. Guess I am wrong because everyone does it to some extent. But is there no comparison site that lists these fees so you don't have to go all the way through the steps, entering data, before getting to the final nasty surprise?
