    Cheers i think i ask him to make an offer and what happens, it worth tying nothing to loss, do you think offer over 143 and offer them lass then that 5/10 percentage.

    It's not in Scotland, so there's no Home Report.

    It's more common to see offers over in Scotland, but in reality it means nothing at all, regardless of where u are. All they can do is say no!

    I offered 4.5k under the offers over price, not accepted, then offered 1.5k under it and was accepted. Under the home report value so I was happy, and a quick sale so they were happy. House had not been on the market more than a week.

    That's a silly thing to say. Whatever the wording is, the actual answer is "offer what you are willing to pay in the first instance, but be prepared to negotiate until you reach your limit for what you think the property is worth".
