POPLA appeal letter for comment - for stopping / waiting

You seem to have all major points covered and seems clear to me. I think I'd place GPEOL as point #2 as this is the silver bullet appeal point.

You need to close up the gap in the formatting of the GPEOL section.

One obvious typo.

The demand for a payment of £100 is thus punitive, unreasonable, exceeds an appropriate amount ([STRIKE]off[/STRIKE] of which there is none as it was a no waiting/stopping area), and has no relationship to the loss that would have been suffered by the Landowner. The keeper declares that the charge is punitive and is not a genuine pre-estimate of loss and therefore an unenforceable penalty.
