Shared Ownership, how much they want for maintenance work????!!!!

Im after advice my shared ownership management team have instructed all the flats to works going on soon and are consulting with us, problem is there asking for £3500 off everyone in the 21 Flats! to cover the shortfall.
Breakdown
Scaffolding £19,709
(provisional) Additional hire and inspectors £5029
Herras fencing £1020
Redecoration of external areas of block £16,421
(provisional) Repairs to roofline £4000
(provisional) Repairs to render outside £2000
(provisional) Repairs to windows £7500
VAT £12,249
Admin Costs £5,568
TOTAL £73,498 (There is a reserve fund of £10,666) but that still leaves £3000 for 21 flats each to find :eek::eek::eek::eek::eek::eek:
To me this is a joke the block of flats was only built in 2008
Any help because this seems very unreasonable between me and the other tenants in the block.

I don't think they can do any 'major works', until all ££ is in from each lessee (or vast percentage)..
Would any of this come under buildings insurance ?Long time away from MSE, been dealing real life stuff..

£10,000 is a tiny sinking fund for a block of 21 flats - you should be paying a higher maintenance charge, I'm afraid.0

That does seem a lot if they're deeming it to be normal decoration / wear and tear. I would be asking why it's needed done so soon and how long they expect any new work to last.0

Given the cost of the scaffolding, perhaps they feel they're actually saving money by having the decorating done at the same time as the repairs? In my last place the external painting schedule was every 7 years and, if this is the case here, owners would need to cough another £19k next year for a second lot of scaffolding.0 -
If you are in a shared ownership property and you pay rent as well as a mortgage are you still responsible for 100% of repairs?
It seems a bit unfair that someone receives rent but does not cough up a portion of the repairs?0 -

thats what i thought £10000 is tiny if they knew things like this would happen why not added a extra £10-£20 when first moved in 6 years ago.
So the message from everyone is that they to need to justify the cost. Wonder if they could do the work in stages i.e 1 side of building 1 year a few years later the next side etc? Could they not buy a scaffold tower on wheels or hire a cherry picker to do one section at a time.
£20K just for the scaffolding !!!

Something similar happened with my flat though I am not shared ownership. There are only 9 flats in our block and each leaseholder received a letter that we would have to pay 5K each for "urgent" works. We already pay a high service charge and felt the managing agents were neglecting the property. We refused to pay so now they are doing the work gradually and each year the service charge goes up significantly.
Have you spoken to the other shareholders to see how they feel about this, asked the management company what other companies quoted for this work....0
