Room renting - Bills Included?

I was looking on some property websites. I saw a room to rent which is £69 pw. In the details section, it says-

Bills included
Council tax included

I was wondering, generally what does it mean when it says bills included. For instance, do you get just a small amount of electricity included then you have to pay extra for any further electricity used?

    It should be all bills included. Is it a room with the landlord in the same property? When I advertise my room in my house, all bills are included. There are no additional charges for the lodger.

    If a house is let by the room it is a house in multiple occupancy (HMO) for Council Tax purposes and the LL is responsible for paying CT.

    With respect to bills you need to ask the LL.

    On the details page it says "Private Landlord". It doesn't specify whether the landlord lives in the same property.

    Bills included means you will not have to pay extra to cover the bills!

    However many lodger agreements (if this is lodging) have some kind of fair use clause, or maybe just an informal agreement.

    If you bought yourelf an electric fire and left it on in your room 24/7, your landlord is likley to be very p*ssed off and likely to have a friendly chat.

    If you refused to remove/switch off the fire, he would likely evict you. Fast.

    From my experience, that mean £69 pw rent include electricity/ gas/ water/ council tax.
    TV licence included if he provide TV in living room.
    Boardband included if it down to his name.

    If it's a room in someone's house, it will be all included, within reason. It isnt a blank cheque and dont be surprised to be giving your marching orders if you leave the lights on and use electric heaters on a regular basis.
