Can an internet only supplier charge for returns?

This is no different to Amazon, Currys etc who allow you to return unwanted goods by post or courier but they won't allow you to turn up at their distribution depot to hand over the goods.

It does explicitly state the consumer is responsible for the direct cost only.(5) The consumer must bear the direct cost of returning goods under paragraph (2), unless—
(a) the trader has agreed to bear those costs, or
(b) the trader failed to provide the consumer with the information about the consumer bearing
those costs, required by paragraph (m) of Schedule 2, in accordance with Part 2.

Common sense probably.
What do you think would happen when they arrived at the depot and were asked for a copy of the consignment paperwork and were unable to provide this?
This is assuming that they were even able to get past any security or entrance gates without any proof of who they were.
Yes, they might be able to just leave the goods there but as they probably wouldn't have any proof of those goods being returned, they might not get any refund.0 -

Ten minutes work on my laptop would give me a 'consignment note'. Refusing a delivery directly from a customer I would suggest is an unfair term or condition.0

As the place in question is an internet based supplier, they may not people available to deal with customers who turn up or their insurance may not cover the public.
Any shop or business premises has the legal right to refuse entry to whomever they like (with exceptions to law enforcement and other similar people), so why do you consider it would be an unfair term?0 -
When I accept a delivery to me by a courier 'entry' doesn't happen. Also I cannot dictate how an item is delivered to me, yet the seller is able to dictate by whom and how I return it. That's unfair as far as I'm concerned.0
