Pothole claim - civil procedure rules breached!!!

Hi all,
In February of this year i hit a mahoosive pothole and sustained a large amount of damage to my car. After I eventually found out who my claim should be lodged with, I made a claim for damages on 23/02/2014 with my local council.
Quite some time passed and over the course of a few months I kept reminding them that I required a decision to be made on my claim. The last email that i received from the council, dated 01/07/2014 stated the following:
A week has now passed since the 16th and I have still not had a word back. I'm really starting to get tired of this now and I'd like to know what my next action should be - any ideas?

Remind them of their own emails and then maybe small claims court?0
