Old Premium Bond as gift, NS&I not helping with ownership

I have a premium bond found among my Mother's old papers when she moved, she says she never ever bought a premium bond, I suspect it was a gift for my sixteenth birthday back in 1969. NS&I will give no help as to identity quoting Confidentiality rules, it seems only the registered owner can find out who owns it  The giver was probably a neighbor, relative or family friend at the time and no longer known to us, what can I do to identify ownership etc ? any advice is appreciated.

Who's name is listed on it and they can only make a claim unless they are no longer with us then I presume it will be the person who undertakes the will - If it is your name listed you can withdraw the money or simply add to it but finding out who paid it in may be a needle in a hay stack type of scenario.
I can look at mine but they are online and it shows a paid in section and by what means ie:- card or transfer but lists little else.0 -
Don't think the early ones had any names on them.0

They don't. The pre-printed certificates were simply date-stamped and torn out of a book at the post office.Eco Miser

Thanks for your comments, I have written to NS&I four times and spoken on telephone, I have explained that I do not have an owner's registered number, no name on bond, all I have is the bond which was probably given to me and my mother hid it away for safe keeping and forgot about it, no idea who from and so long ago indeed may no longer be with us. All I receive is "unable to confirm identity of the bond due to our obligation to customer confidentiality, I am sorry I am unable to help". I certainly do not want to dismiss it as a lost cause, somebody may a a fortune waiting to be claimed.0
