CB based JSA

I recently had a claim for CB JSA turned down. In the relevant tax years 11/12 and 12/13 I earned 9,600 gross both years, in fact I have earnt that amount or near to for many years. I believed that it's the amount you earn in the relevant tax years that count. This turned out to be untrue. It's NI contributions that count. My earnings came from 3 NHS jobs. Each job I had is treated for NI purposes as my ONLY job and therefore I was below the lower threshold for NI on each job. I obviously paid tax on each job.
I am understandably annoyed although I blame myself for not being up to date with benefit law. I was made redundant. I made and was allowed a recent PIP claim for enhanced mobility. I will not get IR benefits of any sort.

I'll get to the question, if I decide to go ahead and claim JSA for the NI credits only I know I have to stick to the JSA agreement but what extra can they make me do or not do please? I have briefly looked into JSA NI credits only but wonder if someone could spell it out for me please. I'm thinking work program, courses etc - none of which I want to do. Thanks very much.
