BT Junction box in the bathroom by sink

Hello. I just moved into a house and the old style junction box with star wiring is coming through the bathroom window and sitting on the tiles by the back of the sink. There is a bath and shower in the room also and it gets pretty steamy. The line isnt working despite Talk Talk telling me there is no problem, but I have tried multiple corded phones and there is just no dial tone. There is only one NTE5A socket about 7m away in the living room, after travelling doors and skirting. Actually there are two junction boxes on facing walls with wiring above the ceiling. Are two junction boxes the norm?
My question is, are there any regulations about where BT install master sockets? Ive googled but couldnt find anywhere that said you couldnt install it in a damp room.
The phone line isnt working full stop so rather than paying £50 for someone to tell me it isnt working because of a problem inside the house , I would rather encourage Openreach to move it from the bathroom sink area if regulations have been revised?
Im doing a complete refurb and replastering walls so it feels like the opportune time to get it moved. Is there any way to turn this on its head and blame it on the location?

No - it will be seen as a customer request.
The box that the dropwire changes to internal wiring will still be BT's property until the the NTE5 is reached. I have known householders to relocate the 'soap' box and NTE5 without any assistance from BT - and there's no way they can detect it either.0 -
Report the phone line dead to TalkTalk. Insist they send an Openreach engineer out as they are not providing you with a service. Don't mention anything else to them.
Wait for the OR engineer to arrive, keep him well fed and offer drinks, he'll test the socket find out its dead and replace it. This is when you politely ask if at the same time he can move the socket as well, with it not being in an ideal location.
Most of the engineers are sound people and will happily accommodate a polite customer request.0
