Did you get an IAS appeal done in time and what response did you get? Some IAS appeals are currently being lost for no good reason IMHO, so don't despair and certainly don't pay! Before independent appeal (if IAS can ever be described as 'independent'!) existed as an option people just ignored fake PCNs like this and the sky didn't fall in. Worst case scenario is a few PPCs try a small claim if people lose at appeal, but most don't ever litigate and have no clue. And those that do try, issue claims that are defendable and the situation doesn't affect your credit rating (even if you lost in court and paid the charge afterwards there would be no CCJ, nothing).
