Another good point in that it does not accept calculation for initial loss in terms of what was spent at the retail park, so this can be quoted in any other similar appeal.

However surely a shopping centre's loss or lack of it is irrelevant to the PPC? And as for no operational costs in the original evidence pack if I remember rightly there were three layers of staff costs (which another assessor recently called ridiculous) including their NI stamp. If they're not operational costs then what are
