No outpatient cover, mis sold policy

Hello,
I bought a private healthcare scheme for my family through Usay Compare about 18 months ago. The quote was more than I could afford at the time so they suggested removing outpatient cover to bring the premiums down. My understanding was that I would need to pay consultant/specialist fees for consultations but all else would be covered including diagnostic testing. However now I need to make a claim I've been advised that outpatients is everything that doesn't require a bed pretty much! I had no idea that outpatient was that essential and feel very strongly that I was mis advised and mis sold the policy. Calls have been listened to and they admit that they did not explain outpatient cover to me, but did clearly say that outpatients wasn't covered. I have asked for this to be escalated as I think the advisors should have been clearer, but has anyone been in a similar situation?
Please can you advise me, many thanks
