old WTC debt and new claim

hi. does anyone know about procedures for paying back WTC:
if someone is no longer claiming WTC, yet has a debt to HMRC for overpaid WTC from 5 years ago, and is paying it back via a monthly payment plan:
if they are now eligible again for WTC and make a new claim; will any new award of tax credits be reduced against the original overpayment?
or would an award be made and the debt still be paid back to them as per the original payment plan?

Currently HMRC cannot recover old debts from new claims. However they are going to start doing this from October, but the full detail of how it will work is not yet clear.
