Hi Gals and Guys,
Hope everyone is well?
Just a quick question, ive received a PCN for not displaying a valid parking ticket. fair enough, it was 9pm and I didnt think I needed one, there was no details on the sign it was 24 hours (most pay & Displays I use stop at 6pm). Anyhow, im happy to payup.
Whats strange though is that it was a NCP car park, but the ticket has been issued by the council? Is that allowed?
A local enforcement officer issuing tickets on behalf of a corporation doesnt quite sound to me.

It's usually the other way around - Some councils lease off car parks to private operators but I've never heard of it being done the other way round.
That said, it doesn't mean this is not legitimate. Check the PCN for the car park name to be sure it is the correct car park (Some CEOs when bored / low on tickets will try very nasty tricks they think cannot be disproven). Also check on your council website to see if that car park is listed as being one of theirs.
Final note, it's not uncommon for a council car park to be right next to a private operators car park (we have an NCP / council one right next to each other in my town). It's quite possible you thought you were in the NCP one but were in fact in the council one. The car parks here in my town are quite confusing in that respect.0 -

The PCN has the car park labelled as "BRIDGE STREET CAR PARK off Bridge St."
Now this is interesting, Google that this morning and it took me to NCP's website, now its saying "page not found".
This link shows it as being NCP, but the more info link to NCP's page states page not found!
The council website shows it as being an NCP car park.....
Something fishy going on here......0
