It's a door card off job, window glass out job, regulator out, new regulator in, pane back in, door card back on.
A good VW/VAG tech could do it in about an hour, so work it out from an hourly rate. To be fair, I don't know if there's any hidden treats behind the door card of a Leon so you might want to check a Seat forum (a Golf MK4 and Passat from that era has a lot of junk behind there that you have to remove, whereas the Lupo from the same era it's almost entirely accessible from just taking the door card off).
The reason the regulators die is because they have a plastic cog inside and the cog eventually wears to the point it has no teeth. Just a bit of useless info. If you're a DIY hacker, it's possible to replace the cog :P
