Best glue

I have just vinyl wallpaper my walls and need to put the mounting electrical boxes back up. The walls crumble so unsure if I want to drill the paper/wall incase the screw won't hold. Is there any really strong glue that would hold a chrome 2 way mounting box and plugs on vinyl wallpaper without having to screw in?

No, the box and hence the socket must be affixed to the timber frame in the wall.
You really should have ensured this before you wallpapered You CANNOT glue a socket to wallpaper

I have good news and bad news for you.

The good news is that a decent glue will stick the electrical box to the wallpaper.

The bad news is that, with the weight of the electrical box, the wallpaper will very quickly no longer stick to the wall. Even if it does hold, the first time you pull out a plug or someone trips on or pulls the cable, you will probably find the box and wallpaper, and possibly a lot of the plaster, will come away.

As above, you need to do a proper job and screw the box firmly to the wall.

Is the wall solid or hollow?
