Child, is a bit vague.....How old?
If you want a budget laptop Dell have some brand new ones out at £179, no optical drive, but, they are not really used much these days. An external one can be had for a few quid if really needed.
It also has a spill proof keyboard......(Essential?..;))
See HERE for the dell specs.

What is the child going to do with the laptop? What software are they going to run? Where are they going to use it? Impossible to advise without knowing that.
No free lunch, and no free laptop ;)

You need nothing more than the Dell I linked to really (Better than a chromebook IMO). Or one of the many laptops at half the price of those two.
Or you could even consider going down the tablet path (not iPad:D)

I recommend http://www.365games.co.uk/toys-and-games/vtech-pre-school-my-laptop?utm_source=pricerunner&utm_medium=shopping&utm_campaign=pricerunner+shopping+data+feed+%2819/07/2014%29 - I have one and it is slightly limited by the lack of USB but apart from that (and several other features) - it hits the mark for me !!!
It has one benefit - it will never be hit by viruses.
It has a nice big keyboard for those of failing eyesight too.
