Ukcps final demand HELP!!!

Hi all,
Need a bit of help, received a letter from ukcps this morning, requesting immediate payment, basically it's apparently the final letter before court recovery. The ticket was issued 28/3/13 for parking without a permit, and have only just received this some 15 months later!?, I was always under the impression that these ticket where to be ignored going through forums etc over the years.
Any help with this would be appreciated, what's my best next step, anyone got any sort of template letters etc, haven't got a clue with all this been reading through some post on forums etc but looks an absolute minefield to me!

Go to the NEWBIES thread - this leads on to template letters that are regularly updated to keep a step ahead of the PPC parasites.
If this really was your first ever knowledge of this, then appeal stating that you've had no commuication from the PPC so you are treating this as first NtK. And report the matter to the BPA.0 -
Thanks ezerscrooge, sorry for any stupid questions, so should I just copy & paste the letter template adding the "ntk" bit? How do I go about reporting the matter to bps?
Also forgot to mention I'm no longer the owner of the vehicle anymore does that affect the way I deal with this?

Yes, do as per the templates - and treat it as your first NtK. Let them know they are out of time as well.

not being the owner now is of no relevance, its about the owner at the time of the incident, they also have up to 6 years to pursue a small claim in the courts, known now as an MCOL
if you never received an NTK as keeper , then POFA 2012 CANNOT APPLY and THEY CAN ONLY PURSUE THE DRIVER , who you do not have to name !!
but if you did get an NTK and ignored it, they have up to 6 years to make a court claim upon you , if they met POFA 2012 conditions0 -
Hi received the another letter today from ukcps, basically saying they can't accept my appeal as its too late & should have been done within 28 days of Ntk (which i was unable to do due to the fact I've never had a ntk in the 1st place!)
It then goes on to say they have considered everything stated in my correspondence but it doesn't contain enough grounds to uphold my appeal. If i wish to make further representation , with additional evidence, please provide within 7 days, second appeals must contain additional reasons not contained within my initial representation. You may also appeal to an independent assessor through POPLA details of which is will be sent if your appeal is finally rejected.
Bit confused by whats going on here cos there saying its too late to appeal but then saying I can appeal again!?
So whats my next steps with this? Once again thanks for your help with this.0 -
Send in another appeal with any additional point you can think of but saying if they refuse, then, as per their letter dated dd/mm/yy, please send POPLA code.
With a large slice of luck, you might just get one!0 -

So the latest letter is rejecting my appeal saying its not within 28 days the appeals procedure is closed & the parking charge still stands, so where do i go with this, should i insist on a popla code reminding them that they stated it would be sent if a second appeal is rejected?
As I've never received a ntk should ask for proof from themselves of the the ntk they have apparently sent me?
Also should i ask for proof of the alleged incident i.e. photo of the parking offence?
Any help is appreciated with this

What was the response you got from your email to the BPA complaining about the lack of an NTK and therefore no chance of appeal?
And I would respond exactly again as per post 7 referring to letter in post 6 saying that you did respond with 7 days and to provide the POPLA codes as stated.
