help hr1 not correct

Hi
I wonder if anyone can help. I work for a large company but prefer not to declare which at this moment in time. Due to restructure everyone over a 24 hour contract is in the proccess of either being offered a new shorter contract or take redundancy. this is because the company want more staff on shorter hours contracts and not staff on longer contracts. This will enable them to cover busy periods without paying overtime.
I have seen the form hr1 that the company have submitted and the section thats asks for Method of selection has been filled in with "competency - based assessment ".
The method of selection for these changes has been anyone over a 24 hour contract not anything to do with competency !!
Are they able to go along with this or are the company doing something wrong.
This statement has upset some staff as it looks like the selection process was made upon someones competency and not the fact that they work over 24 hours .
Any advice would be much appreciated
