Is this an EXCEL !!!! up?

Hi, New to all this so apologies if this has been covered before. OK here goes. My son received ANPR charge from EXCEL on 23/12/13 for an "offence" committed on 06/12/13. (Peel Centre Stockport) He's a new driver and thought it was free after 1800hrs, DUH!! Our original appeal, along with a £10 cheque as a goodwill gesture, on grounds of late receipt was rejected although the rejection letter was never received by us. Out of the blue, we got a liability notice upping charge to £100 from £60. I called them to complain as I hadn't seen the rejection letter or POPLA code. A copy of the rejection letter was then sent to us but without the relevant POPLA appeal form or the cheque which, they stated should have been in the same envelope. I feel this is an oversight by them. We have now been threatened with a visit by a debt collector. (Newlyn) My wife is frantic with worry. Not sure where to go from here as I keep reading conflicting stories about our rights on this. Any advice would be greatly appreciated.

    Advice:
    1) ignore debt collectors, they are powerless to do anything
    2) read the Newbie thread
    3) search the forum for Peel Centre and read some of the many threads on here about how to deal with Excel
    4) contact excel and demand they resend the POPLA code again. Send them a copy of the letter they sent you minus the code to show it wasn't there if necessary.

    My wife is frantic with worry.
    Oh give over, calm down! That's a bit OTT, it's not even a fine, it's just some letters we've been collecting on this forum for years. I am just a wife and Mum and I have collected letter chains like that four times and laughed at the whole con, it's simple to read current advice about this scam.

    So we must assume you've Googled it and read any old thing about Excel from any old year, even prior to 2012, just because it mentions Excel. At least you are here now and getting 2014 advice. This would have been soooo simple to appeal properly in December, not send a tenner, chase up the rejection letter and complain to the BPA if need be, and win at POPLA by about February by following our POPLA 100% winning template appeals.

    Anyway now we need to get this cancelled for you. Firstly you need to know what's what because you seem not to realise what this is all about - Excel did not make an OVERSIGHT! This is Excel, this sums them up and doesn't even scratch the surface of what we know about them!

    Here's a poster in your shoes (in fact they are not as well placed as they never appealed, he only phoned the wombats up and should have appealed and won at POPLA as well, would have been a cinch!) but at least they are not 'frantic' and are rightly relaxed about the tedious debt collector letters:

    Now you have read all those links and realise who you are dealing with, a grinning ex-clamper, one of several well-known megalomaniac PPC fat cats who we've sniggered at for years on here, please tell us:

    - whether in the appeal you stated who was driving by name and with an address?

    - Did you do the appeal yourself (not your son) and are you the registered keeper?

    - Did the rejection letter have the POPLA code (10 digits) in the body of the letter anywhere?

    - Are you certain the Notice to Keeper (NTK) about a parking event on 6th December was only received on 23rd? Or was it DATED the 23rd?

    - And does the 'liability notice' talk about keeper liability under the POFA 2012?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
