New house, new lawn!

First of all i would like to say whoever posted the tip to reuse boiled egg water many thanks, its worked wonders on my plants!

Now to business. I have a 100ft garden. 90ft of that is lawn & 10ft is where the builders left their rubbish so that part is bold:(
What would you recommend to kill weeds/moss on the main lawn?.
On the bold bit, would it be an idea to dig up & reseed (if so what seeds?) or lay new turf down? (what brand). I just don't want a visible line/level between old & new?.
Also am looking for ideas for a prickly easy maintenance, shallow rooted privacy fence for my drive, was thinking holly/pyracantha?. Where would i buy established plants?, as i have a bus stop & people think its ok to throw their rubbish into my house & dig out the mortar from my brick wall!!:mad:
