Roxburghe Gladstones Reference Numbers

Hi,
I have had a read through the many threads on here regarding the two companies and the actions to take after receiving letters etc from them.
I work in the Heath Hospital and have had 4 parking fines in total, however only 1 (or possibly 2) in my case are being chased up. I do have a question and I hope that this hasn't already been covered in other threads as I have done my best to research beforehand.
I have had one letter from Roxburghe and one from Gladstones, however neither the date of issues or the reference numbers match. Clearly Roxburghe are not following correct procedure when issuing these fines however I'm now in a position where I do not know what my next move should be as they have skipped some of the steps where I could have appealed.
Do I send the template letter that Daisy has written to tell them to back off and if so do I need to send two to cover each of the dates of issue and reference numbers?
Thanks for any help you can give me

there is a whole section on debt collectors in the NEWBIES sticky thread as well as the lazydaisy thread , suggest you read it too
by the way , you have not been "fined" , these are not fines and it wont say that anywhere on the paperwork
they are speculative invoices issued due to perceived breaking of the rules on a private car park
the debt collectors have not issued any fines either , only a judge or court of law can fine you , they are sending you debt letters for the parking invoices mentioned earlier0 -
Thanks,
So I'm better off writing a letter to try and get it back to the POPLA appeal stage then?
I'm still confused about the letters that I've received having differing issue dates and reference numbers though. Surely they have already shown themselves to be incompetent? If I do send a strong response would it be advisable for me to send one to cover each issue date and reference number?0 -
The PPC is Vinci0

so , having read the NEWBIES thread, how do you propose getting this back to a popla code from vinci ?
I would have thought these tickets are over the 28 days after the NTK has been issued and so vinci would tell you that as their answer
did you ever appeal to vinci ? if so when ? on what grounds ?
if not, why not ?
it does tell you in there its NEVER TOO LATE TO APPEAL to the PPC, so should always be done regardless0 -
Because it says this, "If you have letters from any debt collector such as Debt Recovery Plus or Zenith or Roxburghe, and are on the face of it, too late to 'appeal', then (if in England/Wales) appeal anyway to the PPC!" followed by this further down the page "Keep responding and insisting on a POPLA code and rattling their cage. It can get a charge cancelled".
I didn't ever appeal as I was under the impression that the "ignore" procedure was still in place. I have never had fines before and so didn't realise that this advice had changed in 2013.
Also I would've had no grounds to appeal, I parked in a space that my permit didn't allow me to even though there were no other spaces to park in. On doing this previously I always continued to purchase a valid ticket too but still ended up getting parking tickets and paying them, so on this occasion, knowing that I would be ticketed anyway, I decided not to purchase a ticket.0 -
yes you should appeal anyway, already said so
should have appealed based on the legal arguments in the NEWBIES thread
not a gpeol
no contract
bad signage
the punishment doesnt fit the "crime" is the way this works0 -
Ok thanks RedX
In your opinion would I be better served using the template from LazyDaisy or the first one from the debt collectors section of the Newbies page?
I realise now that I should have appealed straight away, I just hope that it's not too late to end this.
Could you please clarify whether to reply to both issue dates and reference numbers? Just to confirm I've only ever had one letter from Roxburghe and one from Gladstone Solicitors but neither the date of issue, nor the reference numbers match.
Thanks again0 -
I have not commented on the debt collector letters as I have nothing to say on those matters, other than READ THE ADVICE in the newbies sticky thread as that and the lazydaisy threads cover those aspects
I would assume lazydaisy could answer your query easily (as a retired solicitor) , as I think could coupon-mad too (and others on here as well)
I have no legal training so refuse to give actual legal advice so any comments I make are as a lay person who has read a lot on this subject over the last 12 months or so
so my opinion doesnt count as I dont have the training to make it, suffice to say that I would ignore debt collectors and their letters, only dealing with an LBC or an MCOL, which is always the advice I give on here
it also says you can ignore debt collectors in that thread too, so that covers my answer as its what I would do (but knowing what I know now I would always appeal to the PPC in good time, regardless of "what happened")0 -
OK I understand what you are saying, you have been very helpful though.
Thank you0
