PCN Help - Am I too late

Hi all,
I guess I should apologise for my complacency. I received a PCN in March this year that I ignored. In hindsight I should have researched first but I didn't realise the situation had changed since my other half successfully ignored a PCN 2 or 3 years ago. Doh!
In May I received a reminder that I also ignored and then in July I was advised in writing that debt collectors had been appointed.
Today I had an automated phone call from the debt collectors. So at last I went on-line, saw this forum and importantly read da_rule and coupon-mad's excellent advice.
However my question is - having ignored the issue for 4 months, should I continue to do so, should I appeal the PCN to Vehicle Control Services (the "offence" was at Liverpool airport - the driver stopped for no more than 10 seconds on a red line), appeal straight to the BPA (although I think I have to go through VCS first), or what?
Please advise...

you dont have any grounds to complain to the BPA
in theory you are too late to appeal this to VCS too, due to the 28 day deadline you missed
but you should send VCS the template letter at the top of this forum from the NEWBIES thread , which they will probably say is out of time
debt collectors have no powers so ignore them, read the debt collector advice in the same thread
ideally read all of it, a few times, so you understand the rules of this "game"
the general rule is "appeal anyway"
if they are daft enough to issue a popla code, take it to popla using one of the dozens of popla appeals on here for JLA that have already been used successfullyl0 -
And since it was an airport, it may have bye laws covering it in which case there may be no keeper liability. Yep the driver is the only person liable (using the term loosely!) so don't give away who was driving. But there's nothing to stop you as keeper sending the template appeal, late, and adding the fact that 'Byelaws apply so the POFA 2012 does not - as you well know - and I will not be helping you with identifying the driver. If you write back and pretend there is 'keeper liability' at this site I will immediately make a formal written complaint about VCS to the BPA and DVLA since this would be a Code of practice breach'.PRIVATE 'PCN'? Thanks all, I shall appeal the PCN to VCS (and write to Newlyn disputing the debt as per Dizzy's template).

yes the same situation, at John Lennon Airport no stopping on side road, i ignored the letters as I didn't realise the advice was now different. now got a letter from Rossendales. Just deciding whether to ignore or try a late appeal. I have read the newbie stickies and searched LJL airport as it seems airports seem to have a slightly different rules. I was just wondering how this particular poster got on as it is recent and almost the same as my circumstance apart from it being Newlyn as opposed to Rossendales.0 -
