eBay and forged Citylink signature. Help!

I really need some advice. I bought a box of records from someone on eBay a few weeks ago for £220. They arranged to use Citylink as a courier via Parcel2Go. I told the seller to notify the courier that if I was out they should leave the parcel with my neighbour, Nina.
I was out when the parcel was delivered so the courier must've goneto my neighbour who it turned out was out at work at that time. However, the parcel was somehow magically signed for i.e. the courier forged Nina's signature and the parcel was never delivered and is nowhere to be found.
I've complained to parcel2go about this and they just answer that they have a signature so the parcel must've been delivered. I keep telling them there's no way it could've been signed for by my neighbour as she was at work.
I put in a case at Paypal to at least try and get my money back but they said they couldn't refund me as they had tracking info and there was nothing from Citylink admitting their error. Whilst the seller is sympathetic about all this they have their money so are doing nothing about it.
Ultimately I'm out of £220 and the records. What can I do to resolve this? Help!!

Your contract is with the seller - who then has a contract with the courier (unless you yourself arranged delivery?).
Is the seller private or business? Do you have a contact address for them? You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
It will up to the supplier to prove that item was delivered. Can you get a copy of the signature (and your neighbours) to compare?Do you want your money back, and a bit more, search for 'money claim online' - They don't like it up 'em Captain Mainwaring0

Seller can prove item was delivered and they have a signature so paypal and ebay will be happy.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. What might help get the ball rolling with Citylink is if your neighbour would be willing to go and see a solicitor and get a statutory declaration stating that they did not sign for the goods and was not even in their property at the time of delivery:
http://www.findlaw.co.uk/law/government/other_law_and_government_topics/500499.html
Send a copy of this declaration to Citylink along with a letter reminding them that if their driver falsified another persons signature, this is a criminal act (S2 of the 2006 fraud act) and unless they cover the cost of the missing goods and carry out a full investigation, your neighbour will have to report the theft to the police.
Yes, your seller should be doing this, but as they have their money and both ebay and paypal consider that the goods have been delivered, I can't see this happening.0 -

Yes that is exactly what I have done. I've got the neighbours signature and its nothing like the one Citylink had. I should press Parcel2go on that.
Do you think its worth taking it to the police for fraud at this stage?0
