Forgotten to Display Disabled Badge

Hi,
I am the holder of a Blue Disabled parking badge that has my boyfriends car listed as a frequent user.
At a cineworld cinema we parked in a disabled bay and forgot to display the badge. A simple mistake, that now appears to have cost us £50.
The notice was issued by UKPC. I intend to appeal but not sure how i should go about it. I notice on the UKPC website FAQ's for Companies employing UKPC to control their car parks is the following question
"Can we cancel parking charges that you’ve issued?
Yes. If we’ve ticketed a legitimate user in error, just let us know and we’ll cancel it immediately. You’re in total control at all times."
Would it be worth appealing to the cinema first. We are both Unlimited Card holders and go regular, so they may be willing to cancel it for us as it was a genuine mistake. Or would this be a waste of time?
I don't want to just ignore it as i have a valid badge and was seemingly distracted by the appeal of Transformers and just forgot to display it.
Any advice would be greatly appreciated.

Please read the NEWBIES sticky thread.0

the BB isnt valid on private land so appeal as usual using the info in the NEWBIES sticky thread
it can be an added appeal point , but dont rely on it as they are using it as a permit, which it isnt
the EA 2010 applies here so yes appeal to the landowner too , citing the EA 2010 as an added factor
the BPA CoP also expects the PPC to drop the charge once the BB is brought into it (but do not rely on this aspect) - but always mention it0 -

Welcome - you appear to have missed the top thread. No-one tells you to ignore it unless you are in Scotland or NI.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, I appealed to the landowner who clearly contacted UKPC and got back to me with this reply. (I could'nt find anything about this on the sticky thread)
"We have spoken to UKPC who advise as follows
‘ ……. I can confirm that if the lady supplies a copy of her blue badge or staff vouch that they have seen a copy, then we will reduce the charge to £15 as a gesture of good will on those grounds.
The driver will need to make the payment through the normal channels, cheque & card within 35 days to avoid it increasing back to its original higher amount …………. ‘
the person at UKPC this has come from is -
Louise McMahon
Client Liaison - Key Accounts
May I leave it to you to arrange directly with UKPC "
So is that that then!? do i pay the "Good Will Gesture" Charge? :undecided0 -
Absolutely not.
Send appeal as per the newbie thread. Or if you have sent it, say you do not wish to avail yourself of this empty gesture and would like a response to your appeal either cancelling the invoice or rejecting it and sending you a POPLA code.
Why should you have to pay an extra £15 just because you did not display your blue badge which isn't even legal a requirement on private land.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. Doesn't this just about sum up these scamming blighters?
We see loads of these "good will" offers of £15 to go away when they are backed into a corner, which suggests that they can still make a nice little earner at £15 a time.
So their GPEOL cannot be anything like their stated figures.
Don't pay them a bean!0 -
As above get in toucvh with the landowner about this, you shouldnt have to pay a penny, or even be a penny out of pocket.
Be polite and ask them to tell their agents to cancel all charges immediately, remind them that you have informed them of your disability, the blue badge although it may be useful to prove you have a disability - which you have done does not apply on private land ( and if you have it remind them that your tax disc is zero/disabled rated)
You should also ask them to take steps to ensure that this does not happen again to either yourself or anyone else. Remind them that they are responsible for their agents actions.
And if you want to you can also tell them that it has caused stress/worry/upset and as a direct result of their agents actions (
principal = landowner/car park owner, agents= parking company ) you are also out of pocket ( be reasonable even if its just a few quid for stamps and envelopes/petrol costs )From the Plain Language Commission:

Just decline and say you would prefer your RIGHT to a POPLA code to appeal it. A disabled person cannot be made to pay a bean more than an able-bodied person.
Not that that will be a winning POPLA argument, you know it will win on something else.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi,
I am replying to the email from the landowner (a Jones Lang LaSalle rep) and just want to state about the ticket not being valid due to the BB not being required on private land.
"After doing a little research i have been informed that due to it being private land, the displaying of the Blue Badge is not actually a legal requirement and therefore the 'Parking Charge Notice' issued by UKPC is (I'm not sure what words to use? Void? not legal? nonsense?)"
To register an appeal on the UKPC website i have to fill in a lot of personal details that they don't currently have and am not sure if giving them that info is the right thing to do. Which is why i'm pursuing the landowner route but the 14 day deadline seems to be approaching quickly
