CPCN from lidl

Could anyone please give me a little advice on this one.

I recently received a Civil Parking Charge Notice from Athena ANPR Ltd for £90 reduced to £45 if paid within 14 days for over staying in the Lidl car park barnsley by 21 mins,

after spending the day searching this site for help & advice about this I decided to appeal against paying it as I was a customer to Lidl on the day & time I received the penalty..

Today I have received a response back from them asking now for the sum of £25 which I still feel unfair as a paying customer on that day to the store.

Here is my appeal to them that I copied from a recent success thread from here.
Dear Sir/Madam,
I am writing as registered keeper of the vehicle **** *** , in reference to your Notice to Keeper (ref: 0 001 *** ***).

I do not feel that I am liable for this charge, no financial loss has been incurred by the landowner as a result of this incident as the car park was over half empty on the day, so I feel that the sum you are seeking amounts to a punitive and unenforceable penalty.

I have contacted Lidl customer services, who state 'Lidl are not in the habit of penalising loyal customers, I aslo visited the store manager about this and he advised me to email you a copy of my Receipt showing on that date & time i had been a customer of Lidl

Please cancel the ticket forthwith and confirm this by return.
Alternatively please send me a POPLA code so that I may submit an appeal to the independent appeals service.

Dear Mr ******,
Thank you for your correspondence in relation to the outstanding parking charge incurred on **/**/14 at **.**

We are pleased to inform you that under the circumstances, we have decided to accept a payment of £25.00 in full and final settlement of the outstanding charge as a gesture of goodwill. Please be aware however that this offer is conditional upon payment being received no later than 25/07/14

Should payment not be received by **/**/14, we will have no alternative other than to pursue enforcement action in order to recover the full outstanding amount.

If you wish to make a payment by credit/debit card please telephone or visit athena-parking. com Alternatively you may send a cheque to the postal address below

what do I do now.? I still think that £25 for 11 mins parking is outrageous & if forced into paying I will never use any of their stores again.

PLZ,PLZ,PLZ can someone help me out on this one.

    Tell them they may be 'pleased to inform you' that they are still demanding money but you are NOT. Ask them where your POPLA code is because you are not minded to pay them 25p let alone £25! Threaten to report them to the BPA for not supplying a POPLA code and only giving you a choice of 'pay £25 or no alternative other than to pursue enforcement action' which is a breach of the BPA code of practice.

    Or go straight to the BPA with it:

    and point out the only choices being given are 'pay £25 or no alternative other than to pursue enforcement action' ! State that this is a clear breach because the alternative of POPLA is not being offered.
