how to stop someone getting credit cards

Hi - wonder whether anyone can help us.
My uncle has schizophrenia due to past drug use, and struggles with a lot of things. He sometimes does short-term part-time work, and sometimes claims benefits.
He repeatedly takes out credit cards and applies for loans, which he is then unable to pay off. He uses the money to buy phones and second hand motorbikes, which he then gives away to friends.
My grandmother probably doesn't help by responding to my auntie's distress by sometimes paying off some of his debts when they get too bad.
Anyone got any ideas about whether there are things that could be done to prevent him being granted any loans or credit cards?

You may have to get two doctors to assess him and judge that he is mentally incapable and then get legal assistance to have attorney over his estate /accounts so in effect you would give him pocket money from his estate.You may be able to do this with out the doctors assessing him,I would seek legal advice .I have heard of other siblings taking control of their parents finances so it can be done.
