A friend has a laptop (Toshiba unknown model yet) Win 8 not 8.1 ...., but she works where there are 2 wlans, one which is Public(no security) and one which is WPA2 personal which is does not broadcast the SSID. Now her lappy is connected to the "hidden" network but her ip address will not change to the hidden network i.e having connected to the Public Network 192.168.6.x , and then connecting to the Private Network she still gets an ip address and default router of 192.168.6.x, rather than the private 192.168.1.x. Rebooting the PC makes no difference whatsoever, my guess it's down to W8 and the lease time or DHCP but that is pure guesswork, my Laptop with Fedora or W7 doesn't have a problem.

try deleting the public network from the adapter properties & reboot, see if she can still connect to the private network with associated ip addy
