Chargeback credit card for undelivered services

Hi there,
I've got a question about using chargeback to claim back money for a service bought on my credit card and not received.
Details:
I bought two separate microlight flights on my Natwest credit card. Each flight was £49 (Total cost £98).
After trying since the 1st of June to book the flights with the provider I have called every single day that they are open and never spoke to a human being. I have left multiple voicemail messages (one of which was returned but i missed it).
I requested that I book the flights by email and provided a list of dates that we were available, the guy responded to say he would get his wife straight on it.
That was two weeks ago and not had any contact.
I emailed him back to say, just forget it, can I please have refund.
He says their policy is no refunds and their documentation states this. He just said 'call us and leave a message and we will get back to you with a date for booking' - which they've already failed to do.
Am I likely to be able to get my money back with chargeback? Or is their 'no refunds' policy a 'get-out' clause for them??
Even if they gave us a date for the flights now, I wouldn't want to go after all the hassle I've had, they've basically ruined what was supposed to be a great birthday surprise for my other half
