There have not been any discounted tickets for the HP Studios tour since it opened, as they limit the amount of people that can enter each day and it is very popular. I just checked on the website and there are booking dates available until December 2014 currently, (just change the month in the drop down box).

If you are looking for hotel accomodation there is a Holiday Inn just beside Watford Junction train station (the nearest mainline station) and the shuttle buses go to and from Watford junction station to the studios. If travelling by car there are often cheap rooms at Watford Premier Inn's such as Croxley and North Watford.
