Tower hamlets scratchcard

I parked my car at 3pm and used a scratchcard. I scratched 3 as the hour but not the 2 zeros for minutes. I received a pcn which i think was issued unfairly. Do u think i should pay or appeal? Any advice would be greatly appreciated. Btw the local authority is Tower Hamlets.

If this is a council ticket pop over to https://www.pepipoo.com. They are experts on these tickets.
You will need to post photos of your PCN both sides with private information hidden. Yes it is unfair and yes you should appeal.
