    Be aware that some don't handle multiple language streams or subtitles well. Some won't convert DTS to stereo either. Check reviews of potential buys and ask the seller any specific questions.

    If you do, avoid anything with a mediatek arm CPU.
    The rockwell ones are pretty safe from experience (lots of roms, works with xbmc HD acceleration, mx player, and I imagine the cortex ones are ok too.

    If that is ALL you are doing, then I put my bid in for a Pi and XBMC

    Silent, very little power, use any USB storage device (I had a 1tb hard drive with all stored on), HDMI out etc etc etc

    Cost a fraction of a build it PC. There is a LOT of help on the web for setting it up for XBMC, stop by step instructions for the whole process
