Is the cost the same if an engineer needs to come out and connect a new line ?

Yes, because OR make no price distinction between a reconnection and a new line.
Existing physical lines are constantly reused, and that is still considered a 'new line connection'.
There is no 'automatic reconnection', it requires physical connection at the exchange or street cab. An engineer is rarely needed at the property, but you are asked to be there on the day in case access is required.
No free lunch, and no free laptop ;)
